With reference to your letter of the 28th of January
2487-0819. last, No. 2487/1909, forwarding a copy of correspondence from
the Governor of Hong Kong relative to the maintenance of the
Agencies in China of the Hong Kong Post Office, I am directed
to state that it would be of interest to know precisely the
basis on which the "Statement showing the portion of postal business and its cost exchanged between each Agency and long Kong" has been calculated. For instance, does the sum of
$72.78,shom as "receipts" in the case of Hanko", represent
the sum of the postage on letters posted in Hanko for
Hong Kong and in Hong Kong for Hankow; and how is the
expenditure of #21.29 arrived at?
If the Secretary of State sees no objection, the Postmaster'
General would suggest that the Covernment of Hong Kong be
asked to furnish the information. He observes that enquiry
has already been made in regard to the calculation of the
cost of carrying the mails in each case.
